Research Co-operation with Developing Countries (DFG/BMZ Programme)

Purpose

The Deutsche Forschungsgemeinschaft (DFG) and Federal Ministry for Economic Co-operation and Development; BMZ provide joint support for projects which are conducted by German scientists in co-operation with researchers or research institutions in developing countries. The programme is focused on promotion of such co-operation, particularly in order to strengthen the research capacity of participating scientists in these countries and their institutions.

The DFG provides funds necessary for the German share of the project - generally in form of grants for equipment, travel, personnel, consumables and miscellaneous expenses - while the BMZ covers costs which the co-operating partner in the developing country incurs in connection with the implementation of his/her share.

Condition
Three copies of each application must be submitted. The DFG, after peer review, makes the final decision on whether or not the project will be sponsored.
Selection
The evaluation process leading to the decision generally requires approximately six months. The DFG then informs the applicant about the final decision.
Application
Each proposal must be submitted by the German applicant, who is also exclusively responsible towards DFG for the complete execution of the project as well as the accounting of financial resources provided. The application, however, needs to be conceptually developed jointly by the partners involved and must contain a mutually agreed workplan. The proposal has to be prepared according to the leaflet guidelines for applications for research grants (DFG form 1.02). Apart from the usual details outlined in the above leaflet the following additional points need to be addressed:
1: Information on the programme in which the application is supposed to be processed (i.e. DFG/BMZ Programme).
1.1: Personal data of the co-operating scientist(s) including the official address and the country of residence (fax and E-mail addresses are recommended).
1.2 - 1.8: Topic, keywords, subject and specific research area as well as a summary need to be submitted in German and English.
2.2: The CV as well as list of scientifically relevant publications of all co-operation partners have to be provided. Additionally, details about former and further future co-operation of both partners concerned should be outlined together with a detailed working schedule explaining the scientific input of the each partner. Co-operation on an equal basis is considered essential.
3.1: The additionally included point 3.1.1 requires a description of the developmental relevance of the project for the country of the co-operation partner(s). In particular the anticipated increase in the scientific capacity of the participating institutes must be explained in this section. In this context indications with regard to the practical significance of the co-operation and later practical application of expected research results are of interest.
4: The application must separately specify those parts of the project which are intended to be financed by the DFG and the BMZ respectively in both German and English according to the guidelines given by the guidelines for applications for research grants; (DFG form 1.02).
4.1: Personnel requirements for the partner have to be declared in view of the limitation that foreign post-graduate students (e.g. Ph.D. students) from the participating country are eligible for financial support only if their further qualification is part of the project\'s aims. BMZ funding allows support of such young academics for the duration of the project according to local standards. Please indicate local remuneration standards for participating junior scientists. Additionally, only temporary casual labour can be supported within this programme. Please specify the required duration of employment of such staff, the necessary number of hours on a monthly basis as well as the local hourly rate.
5.3: It is necessary to indicate whether the work is planned to be conducted partially or exclusively in the host country and whether other co-operation is anticipated in that country or in a third state apart from the collaboration with the direct project partner. If the latter should be the case, the type of co-operation needs to be specified (i.e. fieldwork, studies in libraries or archives, full scale co-operative projects, joint data analyses, assistance during execution of projects) and the names of institutions or scientists concerned, their address and position have to be provided.
Budget

The share to be financed by the BMZ should, as a rule, not exceed DM 60.000,-; where an exception is justified, however, the ceiling may be raised to DM 120.000,-.
